She wasnt an official concubine, she was from outside the castle and the enemy of his brother, hence why they had the debate if they should bring her in or not as an official concubine. So yes, it was cheating.
She was not a concubine when he cheated and was the daughter of an enemy. That is what the entire chapter is about. That man just went fucking around after convincing that poor woman he loved her. There was no need to add this problem to the long list of holes and failures of this manga.

Im starting to question the "love" for his brother. Im starting to get the vibe of good cop/bad cop from the emperor and his dad. Former emperor did terrible things to the ML that benefited the current emperor. I feel like maybe the emperor is just nice to him in order to keep the dog on it's leash. He may also want him to get married/have kids ASAP to pass the curse to the child. The emperor might have delayed his own child for fear of the curse going to his kids and not the ML's.
