Age of consent is different in Japan and that affects also these stories... It was way worse when age of consent was only 13 and manga wasn't that popular in outside Japan. But socially things slowly got better, but still law only changed the age of consent to be 16.
The reason is that this is just normal and what they have culturally gotten use to and things changes very slowly. At least we get now 17-18 years old FLs, when it used to be at best 16, but often 14-15 in old romance shoujos - even ones with smut.
