It's a doujinshi...You don't need legal permission to create fan art..
Do you need permission when wrote a fanfiction on wattpad about a certain idol? NO.
Do you need permission when you draw a fanart of idols or even anime characters? NO.
So yes, this is legal. Just because it's about a relationship between 2 human with the same gender, doesn't make it illegal lol
