Maybe it’s a student license or something. In my country, we need to apply for a student license before we are allowed to handle cars, driving lessons included.
there are some countries (like Japan and Taiwan, and South Korea too maybe??) where you learn to drive in an isolated course. youre licensing test is also in that course without real traffic conditions. so there are quite a few people in those countries that have licenses but very rarely drive on a real road hence the "bad at it/scary" (●'◡'●)ﾉ
