Well I realized it a little bit after... Which I mean the moment he called for Arthur... I mean he should have seen that Art seems cautious and he just yelled his name like wha- ヽ(`Д´)ﾉ he surely tried to avert Art's attention there and the last panel shows that the point is stronger
I also think that he tailed Arthur. Because, even though it's his patrol route the area is still big to "coincidentally saw Arthur at the roof".
Plus his acting is trash(￣へ￣) , I wonder if Art caught on that
