I'm not saying he's a benevolent God but it's very common for fiction to describe gods as upfront and cruel, not manipulative. Never said they couldn't be, however. Manipulation requires deliberate setups and willingly feeding someone false information. Sahara has done neither, he didn't even use blackmail or threats of murder to keep Suu around.
