I understood it as "not": All females naturally have a seed o magic inside (and males don't), but only witches can actually utilise a female's magic. So, all the female witches just use their own magic. All the female non-witches can't use magic. The few male witches don't have any magic, but can utilise the unused magic of normal females.
That was how I understood it.

Basically All females have magic in them but only some can access it and they are called Witches. Now male witches are guys that use the magic of the women. Those women don't necessarily need to be witches themselves. Male witches activate the magic in the women by touching them. The End.
