In the epilogue for the end of season 1 the artist states that when they first started drawing Victor, that they weren't used to drawing him and his appearance at the beginning wasn't how they wanted to draw him. But since the artist continued to draw victor, they got more comfortable and became less complicated and now his babygirl look is actually how the artist envisioned him to look like. Hope that I explained it well・ω・
