i think they kill the people that uses the supply they want in the outside bcs they are "wasting" it or are useless
The hounds are basically the army of the place. They go out, risk their lives, get food, medicine, supplies stuff like that. If someone goes against the rules (steals shit primarily ) or is weak/not of use, they kill them.
They get supplies and kill the people they can't bring back to the village/make use of
