He's a magic nerd that was just handed the role. Kings are typically RAISED to behave like kings. He hasn't been raised TO BE A KING! He was the son of a noble. In fact, their father let them do as they pleased. The fact that he doesn't behave like a king makes sense in the lore.
This is the equivalent of seeing a self made amateur businessman with their own company and going "Why don't you make money like those CEOs over there!?"
