Oto is clearly traumatized by how he was raised. He was never seen as a human and was only used as a tool by his own family, which deemed him useless and is only now crawling back and trying to get into his life again because he gave birth. For someone like him this is a hard decision because choosing Shuga would be a burden for him depending on circumstances.
Actually, Oto doesn't know shit about Shuga and can only speculate. If Shuga is just from a rich family without influence, Oto's family might as well harm Shuga if Oto chooses him. Or Shuga's family might disown him, forcing him to give up his studies and starting to work to help provide for Oto and Akane.
It's exactly because Oto is a parent and the older one that he can't simply decide. He has to consider Akane's future while also keeping in mind that Shuga's lovey dovey talk and promises might just be hot air as soon as there are actual problems.
There have been multiple instances where different characters talked about the fact that Oto's and Shuga's relationship is not the norm in that society and might be looked down upon.
Sometimes it just isn't that easy to decide.
Thank you! I've seen so, so, so many braindead MCs who make stupid decisions with zero sense of self-preservation, but I feel like this story actually does a good job of showing him considering the tricky circumstances he's in.
