This two could explain why they are 2 separate persona of James Moriarty; one wanted chaos and to topple world order while the other in his pursuit and obessession over winning against Sherlock Holmes.
Also at this point, I think the maid who serves Princess Charlotte could be Mrs Hudson the landlady who takes care of Sherlock and John in 221B Baker Street..
