Mom is dead. But a fragment of her soul survived in the very first doll that fl created. She was unable to speak or move, so could only watch helplessly as her daughter was kicked out. Then she was dropped into the ocean by her own knights on her husband's orders. As you can imagine, she's not too happy about that. Still, she drags herself to the land of the dragons, who killed her in order to capture the fl.
She fights the dragons alone for 20 long years, hoping to ease the burden her daughter would have to bear in the future. She succeeds in killing all of the dragons. The fl was born a saint with holy power and the right to chose a god for this world that has lost it's god. Because her power is deeply connected to the earth, her hair is brown. Divine power is naturally stronger than dragonic power, so her birth hair color is covered up. In the end, we learn that the original god loved humans too much and overworked himself to death trying to take care of them. To counter that, the fl chooses 2 gods. They can share the burden of taking care of the humans, so no one will be overworked.
At the end, Dame Alice chosen by the fl to become one of two new gods to watch over the world. She frequently shows herself to the fl and the fl's new family, but still holds resentment towards her husband and sons. She punishes them by dumping rain on their heads, and she launches divorce papers at the dad.
In the side stories, she tests the family by letting them experience the fl's childhood and an alternate timeline where they never abandoned the fl. She wants to know if they're truly repentant, or if they'll prefer living in a fantasy to escape their guilt. In the end, they choose to live in the present and repent, even if that means they'll never become close family with fl again. The mom is satisfied by this and finally shows herself to them. The side stories end with a family group hug.
Side note: Melo becomes the new king of the holy kingdom, and the now queen becomes the 2nd god chosen by the fl. As the fl says, in her eyes, her mothers are her gods.
