I think a lot of people misunderstand Joowon. For me, when I read this manga I feel like Joowon gets actually pretty hurt every time Haesoo sleeps with another person. But he is not showing it. I think he loves him a lot more than he is showing. And because he is not showing it, Heasoo doesn't believe that he is truly loved and cared for by Joowon. And I think that's why he is " moving on". And probably is looking for love somewhere else. I don't know I could be wrong ╮(￣▽￣)╭
