I sent the first chapters along with a summary through a report over a week ago, but it hasn't been processed yet. I'm just wondering if I'm doing it wrong, or if that's just how long it takes.
Normally it's almost right away after we flagged it, except they can't upload it for some reason/rule.

I did exactly that. I've used the same method for sending chapters for an existing manga (and those were immediately uploaded), but for some reason, this new manga isn't being uploaded.
I suppose it's a violation of some rule? Though I haven't gotten a reply yet.
maybe this is all a ploy to make us resent the 'translator' and their unofficial translations so much that we buy the official translations out of spite
