Just being real Han isn't being 'mature' rather he's clearly playing with Param's feelings. He knew that Param liked him but he lied, he is somewhat manipulating him after hurting him. While Hwi is the one there for him when Param needs to be comforted. Though he appeared to be short-tempered, he is genuine. He cares about Param, and it's evident in his behavior, unlike Han.
Han has a twisted nature that adds up to his possessive personality. While Hwi is ready to wait; Han acts impatient. He wants Param to feel what he feels towards him. Rather than rushing things he is giving Param time to cope with Han first.
Hwi cares for what Param likes and what he doesn't. He is very observant. Other than that he does subtly hint at his interest in Param through his acts of affection.
