Well Guwon said people are afraid of him. I think people are unnerved by how unflinching violent he can be and how he would have no qualms kills or removing someone who negatively impacts the greater community. He’s probably made some really morally questionable choices in keeping the town as prestige as it is.

I get the Sanho slander but daaamn. I think It's important to realise his character is more like "I'm gay?!?!? Oh my god nooo" homophobia->self discovery->gay. It's such a common thing irl as well and I like how slow the character is evolving, being annoying and whiney, because it's so genuine. Growth isn't linear. Also Tak is his rock, he had his moments in the start but is now grown more since then. Whereas Sanho is more simple minded, direct and forward, he shares his thoughts without filter, the loud font and all, which gave Tak a wake up call. Idk how it happened, but in the middle of the moment, I was engrossed, and then at the end, I legitimately started tearing up. I know how Garam feels... and I sure hope this manhwa doesn't hurt him too much anymore...
