No, Guwon definitely has fault here. He was fully willing to let a child die if it meant saving resources. Additionally, they all had to live with the fear of not making any mistakes, which is only human to do. People can’t live under that type of tension.

In a post-apocalytic wasteland, things are obviously super different - the hounds are risking their lives supplying food/water/shelter/security and the townspeople are simply doing normal townspeople jobs. That's the limit of their transaction. If you're stealing anothers stuff in this environment then things are gonna get hostile. Not saying it was right or wrong for them to steal because most parents would do the same thing, but it's not right to label the OP as some right wing nutjob when it's literally not the same. In the zombie apocolyse, I'm sure normal people would be killing other innocent people just because they're scared. Guwon is keeping the order by following the laws in place. It's not good or just, but it keeps people living safe and normal lives
