If you're referring to the group at the end, I think they're apart of beak jun's (ex dream boy member that drugged jaeyoung) group/ drug ring. They can be slightly seen in chapter 25(I think) at the hotel ╮(￣▽￣)╭
Oh and the guy that drowned was an undercover cop to at got found out ╥﹏╥
