I mean he is protecting him one way. The gang will kill him if they get a hold of sangwook. So turning him to police will instead protect him and help him lie low. They when his sentence is over he can start anew. Also sangwook's character is also complex. He is an anti hero kinda character not necessarily a bad one and I loved how the author wrote him
