No, this is a flashback but the same thing happened in the present time but this time he got lost while he was a boy and before it was when he was still crossdressing. Two different dogs.
The latest chapter is when they were in the past, the rain and getting lost happened in the present when they went back to the grandpa's house to get back his things.
Nope, that was a different occasion! That time it was raining very hard he goes alone to look for the dog and ml is worried while waiting for with an umbrella!(⌒▽⌒)

Yeah the art is different, but so are ones like Wolf in the House. And there's a lot of others that the art glows up over time as the artist draws more.

He's definitely the brother of the DA guy from the authors previous work, and a cop to boot. He was undercover the whole time. (I mean, I won't know for sure until the side stories, bit this has been a day one theory for me)
