We already know the Elders will do anything to keep the 100 year void a secret. Especially since a whole island was destroyed due to the elders thinking Sabo was on it. So, when his broadcast is finished what’s to stop them from wiping everyone out?

Literally when Vegapunk first mentioned that Imu wanted to sink the world my first thought was the Noah ship. We're probably going to use that to collect people from all the islands we've visited in the past with the help of other pirates. True Noah's Arc type stuff.

I've been thinking...why sink the world and if the Gorosei wanted to keep the void century secret, why not kill everyone but themselves?
It is because they can't. What the Gorosei actually want is Control. They literally try to play god. Otherwise, wouldn't they have killed everyone from the start of the void century? But you can't have power or control if there is no one to control. Also, They are too few in numbers. But you know how you can control people? You separate them. You divide them by their differences and you create a hierarchy.
This is why I think the sea level had to rise. The rising sea levels meant small nation islands that operated independently of eachother. No one could effectively gather together to oppose the world government. The Red Line was probably also artificially created to separate the 4 seas for effective control by the world government. Information can not travel easily and most people live ignorant of the world beyond their sea and Island.
