Ok just a theory or speculation but what if the cop is like a childhood friend of Davina, its unlikely maybe since Davina would of been familiar with him or even remember him and the cop to would of been familiar with her too but they only met up for a short while and the cop did say they would pay for what they did assuming he was talking about the Angelini maybe the fire which Davina was when she was young
