Cause the definition of seme is the one putting it in. Between two ukes no one puts it in. So you want a manga with foreplay and no actual penetration between two uke.
Unless you meant a seme who used to be an uke, but it's now a seme because of their chosen partner (Cause i have a manga in mind that fits this category.)
