His plan was to let him go after he heals, but no, he had kept him by his side like an open cage. Conditioning him to be emotionally dependent on him and everyone around that works for him. The wolf doesn't even have a Sooin by his side to make him feel less alone, not even a Sooin of the same age.
If he found a Sooin for him when he was still a puppy then he wouldn't have romantic feelings for his own caretaker (he is the only one he sees at home, the one closest to him, because others were just friends/co-workers of his "hyung")
Even if the wolf did like him first it does not mean he should engage in sexual affairs with what he still views as a child. Romantic or not, sexual affair is sexual. He raised the wolf for what? Two years? Never viewed that as weird? He catered him, found him adorable, then suddenly it's "oh since I'm the only one he likes I should do it for him so he wouldn't get hurt everytime he ruts, and because I can't refuse."

It was stated there that a Sooin said "because we are human too" then fuck, that makes them more weird af. View it as two year-old half human instead of a two year-old wolf.

DEF AGREE WITH YOU. Like it was so weird, he was taking care of hae-on for a while and thought of him as a kid, even during sex… This manhwa would’ve been great if it was about a gangster and his adopted son. Ngl, it threw me off, but i still finished it hoping it would improve. But it js worsened every chapter.
