We already saw an example how it happened. Remember the nonamed's guide Viktor (the one who blew his head off) his esper ask him to kill him so he will go into rampage especially every nonamed esper doesn't die. It His esper also said he needs to get inside a gate because he said he is a part of it. (He said that he keep hearing someone is calling him through gates). We saw a similar thing in one chapter were lieutenant Ji and Cheonwoo go to the movies.
So I conclude that the higher ups will know about the research that Dr. Kang said to the Colonel and the higher ups will do what it takes to make lieutenant Ji go rampage. So I think they will keep killing him. Poor Cheonwoo tho, the foreshadowing in this last chapter really showed that he will be the one to shoot Lieutenant Ji. Just like what happened to the other nonamed esper and Viktor.
