Look, the only way for everything to make sense Guwon to become less crazy would be for the story to showa reason why the humans outside of the town are extremely dangerous and needed to be killed. Are they infected with something that makes them evil? Are they all part of terrible gangs that try to kill our town's people? Because unless there is an actual reason for all this violence and murdering, then nothing that the main character discovers change the fact this is extremely messed up. And anyways, this MC has been rap3d too many times to count until now, by the power dynamics.
Like, they can be oj a loop and everything, but that doesn't change all of the murdering from the hounds and Guwon during all this time. They have been killing everyone outside of the city to gather resources for themselves. This is totally evil
