I think they still can I read some works that it does happen for recessive. However their chance of pregnancy are slimmer and sometimes their offspring could become beta or recessive alpha/omega as well. Hence in omega verse, dominant omega is much preferred than recessive as they have a higher fertility and chance in keeping the offspring (dominant) alpha/omega. This is the main reason why recessive omegas are looked down upon on omega verse
