The Royal Family members are born sickly, especially Kishiar. With his sick body, I doubt he has a time to flirt. He just gotten better because of the red stone power and now busy with cavalry.

Catsword isn't wrong; Kishiar was quite sick and is currently busy with the Cavalry. But Kishiar does have a playboy reputation spread amongst the nobles, and he does act like that where outside eyes can see him. He's also not entirely without the traits of a playboy (flirty, confident, has financial and other power), but he doesn't have others (doesn't cheat, doesn't live irresponsibly) as far as I've read in the novel.
