Tia will misunderstand the whole situation (Perez was smiling because they talked about Tia, and Ramona said that Tia inspired her to become the matriarch of the Brown family). She will walk away while ignoring him and Perez will run after her to find out why she's acting like that. They will talk about what they will become as he needs an Empress and she can't become one because of the law, that the Empress can't lead another family.

From what i read in the comments it seems that Perez would threaten or poison the emperor to make a new law, because an emperor can make an absolute law before they die like it needs to be honored, to make Tia eligible to be the matriarch and the empress (not just tia but women in general, i just forgot the details)
