1. State that you look forward to your hangout
2. Apologize for breaking a promise, for disrupting the plan and wasting the time
3. Explain why you cannot attend and also state a possibility why they don't want you to attend
4. Tell him/her the hope to be forgiven and hope to make it up for it.
(Will seem to lengthen a message for your friend but I hope this could help. Never think nor be afraid to tell your friend. It's more scary to leave it hanging.

i think just telling them the truth is the best choice. your parents arent letting you go so you have no choice but to listen to them, it isnt your fault you cant go. they should be able to understand that its not your fault
