My thoughts so too , Like they're literally in a Apocalyptic time, They need to think carefully when and how to use their resources accordingly for the town to work properly. I mean, His ways are too violent but what can they do? If a leader shows a soft and wavering part of them like letting them use their resources however they want to the people then, They will definitely take advantage of him. I don’t think it’s really about that, or at least JUST about that, cuz at first mc thought it was just about prioritizing the people fighting the zombies until the doctor was like ‘no!
