Like the comment above said, no. The Chancellor just wanted to beg him and Albert to move back to the capital because the King's reputation had tanked so bad after the two disappeared and everyone, the King included, agreed that what they did was beyond cruel to Rei

But also, they didn't use him because they wanted to. I understand why people are mad at the King and everyone else, but they had as much choice in the matter as Rei himself. No one wanted to make an unrelated kid fight for the sake of their world, and they didn't have the luxury of time to get to know him like Albert did throughout the journey and realize he came from a world that was just too different. In the end the situation was just an unfortunate and cruel twist of fate, and while the people could have handled it better what happened wasn't anyone's fault
