why is he looking for fog when he already figured out a way to create fog
bcs it isnt enough to compare to a real fog (as hayren said too ) , it also take up a lot of time to make them and as explained before , the method is only good in areas where the density of fog in the air is strong . So even if they do it , but there's not enough , its useless :)
He can't "create" It, they just gather it from the moisture so really they can only get it in tofu village or other on the edge villages with high moisture. The place they're at right now is a desert. Plus, the moisture isn't concentrated enough, hence 183's state of still being kinda in the limbo. They can probably make a more concentrated one with Lara's knowledge of chemistry tho.
