I really really think that because of Shuraka's mommy issues as shown in chaper 20, he was probably just trying not to kill anymore concubines (probably because his mum wished so),after killing his mother's friend (?). Thus,he inherited his father's harem along with political 'gifts'(more concubines) from the nobles or sm.
