He's definitely CIA. Seeing what kind of stuff they historically get up to, they're absolutely dodgy as hell. Before, he was having Shin followed, but now Jake's tracking him through his phone. And Jake was hurting pretty bad after he got shot. He admitted being lightheaded from the loss of blood- although he still managed to fck Shin like a demon in the shower ლ(´ڡ`ლ)
The last gang meet up ending up with Shin being in the wrong place at the wrong time and ending so disastrously was because (I think) something went wrong with the communications system. Interestingly, the story starts out with Jake having a broken down car, right before an important gang battle. I think someone might be purposely sabotaging him
