i don't have a dick but yes it does. from my understanding it's a certain size and it's not flexible. so when a dick swells up cause it gets hard or get loaded (lol) it gets tighter.

yes it's true that it can get stuck, so they usually advice to use silicon or rubber or honestly any material other than metal. easier to cut off.
even if you go for metal it's better if it's the time that opens up rather than the ones that are one single unit without a segment that opens up.
