Maybe they associate it with bad things? Pink hair is popular for good people. Time for some research.

This is what one source says: "[in Japan] purple can represent royalty, spirituality, nobility, ceremony, mysterious, wisdom, enlightenment, cruelty, arrogance, and mourning."
Another one: "[in Korea] purple symbolizes wealth and spiritual awareness.
Another one: "[in anime purple hair] typically signify some sort of detached, noble, cultured, dainty, often even mysterious, “fantasy princess” archetype."
Yet another: "[in anime] , pale purple is still very much around, even today. [...] the brightness of a character's hair color usually signifies how "detached" or "otherworldly" that character is - and unsurprisingly, the color purple with its traditional anime undertones of mystery/culture/elegance/nobility makes for an excellent choice there. Accordingly pale purple has remained the go-to color for somehow otherworldly princesses, stuck-up nobility, detached, scheming masterminds or even mid-level arcane characters."
So basically, what I gathered, is that purple hair means a mysterious and elegant noble/princess, and the brighter and paler the hair, the more they live in the clouds. So if you get a mysterous noble who is detached from the wordly reality, you get an arrogant, scheming prick.
I didn't find much on it's symbolism in Korea, mostly Japan.
    So, there ya have it.
