I imagine they’re using the ‘traditional’ Korean age system, so he most likely was 17 at the start of the year / during the summer and is now 18, but for Korean ‘age’ is 20. And actually this ‘traditional’ system is no longer the used system in S.Korea as of a few years ago, but I imagine these habits are hard to break since they used this system all their life. But that’s the only reason I can think of as to why he’s in high school and able to be there
