It's about this guy (blond) who has some kind of supernatural power but I think of he uses it he gets aroused? He desperately wants to hide this. And another guy (dark hair) finds this out by chance when the blond guy tries to prevent some tragedy (something falling down on a lot of people in a builing if memory serves), he also has some power I don't properly remember either, and approaches the first guy.
