I know it's been a few chapters but chronologically Zigril was with Oz the day before (just before they went to the market) and Kay was going to take him with him for a walk in the garden before getting interrupted by that pos - since they're actually imperial royalty, it doesn't feel weird to me that they wouldn't be with him much (especially as Zigril was taking care of some official matters)
