In most states in the US there is a law called the "Romeo and Juliet" law. If one is younger than the other but both are below the age of 18 it is not considered pedophilia. Not saying the situation isn't fucky but in the eyes of the law it isn't considered pedophilia.
The Romeo and Juliet law only extend to 3 years and they had to be together before one of them turns 18 so for example if a 15 year was dating a 18 year old they had to be together for a certain amount of time. But I get where you are getting at.
It also depends on the court ((if this were a court scenario)). I had a relative who's child had to go through this cause they were 13 and were coerced into doing things with a 17 year old. Sometimes they'll rule it even if they weren't technically together if the younger one confessed to consenting. Which in this scenario the younger guy seems to have done just that gradually. Still fucky tho. Like, this took a turn I didn't think it would and idek how I feel about it.

Let's be honest, it's the sex. Shoujo almost never have sex, but bl (excluding shonen ai) almost always has it, and lots. It's basically acceptable porn (plot optional) for women, like fifty shades of grey or other "romance" novels for adults.
