No, he wasn't in love with him at the beginning, but he was in INTERESTED. Maya starts to realize his feelings a little bit later. We see this when he says things like, "you just don't get it" as well as when saves Nemu from being "taken" by Tae at the bar.

Slightly off-topic, but perhaps something that can tell us about Maya's first interest in our beloved Nemu-nemu.

This short extra seems to imply a dejavu situation of when Maya first took interest in Nemu (Maya was taken by Nemu's innocent earnestness, like he's not aware he's in the lion's den):

Pages 8-10 of Imasara Briefs...is what made me think that Maya had a former interest in Nemu, though not necessarily developed into "love" just yet. Know what I mean?

34 is already out, and yes it's completed. But I think I read somewhere that there's a bonus chapter.

It is a super slow development, huh? To the point where you just want to scream and smash something (╯°Д °)╯╧╧. I do quite enjoy the contrast between how honest she is with herself (read: the readers) about her feelings and the lengths she goes to to hide from Naruse/other characters. I really would like to see something happen soon, though, hopefully with Shizuka (who I just love for some reason).
