It feels unnatural for Cesare to say that he loves Adele and it doesn't feel romantic. Even with the scenes they have together, they don't really have chemistry. Considering Adele's survival instincts and Cesare's earlier treatment towards her, it doesn't make sense for her to love him in that way. It feels more like the author shoving those words in their mouths to speed the romance progress along.
