The lore is getting deep, every chapter give a bunch of question and all of them are still unanswered.
my own op.:
It's like a governance problem and RC are lower government and there are people in higher position that RC cannot go against or else the people in lower area will bare the consequences. (RC protects them from the light as the light may blind them)
Now I'm curious with the poeple in RC member age ranges because this is not for teens problem)
