That's really not how incest works, for incest to occur a familial relationship is required and then in spite of, or maybe because of, that familial relationship those with that dynamic must become sexually or romantically involved. Tldr; being raised together, by the same person, around each other etc is not indicative of a family dynamic. If they were raised as siblings by V's mother or saw each other as siblings then yes it would be incest. But considering the fact that V was so willing to bond with ml, (well slightly willing, I'm an only child but even I know most siblings would rather stay trapped in a tower together for the rest of their lives than have sex to get out) I highly doubt they saw each other that way.
