He is CRAZY about In-Seob bro yes. He ends up coming to the conclusion that if In-Seob ever left him, he'd either kill himself or he'd kill In-Seob. It's obviously not love in a healthy or typical way, but it's the best someone can do with ASPD, and at the very end he handles everything a lot better and takes way better care of In-Seob. Also not even that long after he says that shit, he starts getting turned on just by the thought of In-Seob and jacked off to a single letter from him multiple times when they were apart
