Correct me if I'm wrong but are they even truly related when Idis already confirmed Sera doesn't share any blood with Zermen. Idis doesn't even seem to think Raja as her daughter of her own.
They're family tree is complicated asf but this is their family dynamics for me

Idis > Raja = Kind of like a step child I guess
Raja > Idis = Her mom's lover, doesn't seem to think of her as her other mom though
