I mean, the series realllly emphasizes how the Shadow Monarch is the strongest ever and can't be beaten, and I kinda want it to stay like that. Idk, maybe im just biased towards SL over SL:R, which is actually very possible and probable
Suho does become a monarch (the monarch of transendence), but he doesn't become immortal, so I guess he's still kinda weaker? I mean, he's immune to diseases and can recover, but he can still be killed in battle.
