I don't think it's about who is or isn't responsible, of course the brother was also a child at the time and the parents were responsible for being neglectful, but it's more about mc's feelings which he also can't help. I mean im the oldest of five and even if it weren't the case i should be responsible for their parenting and supervision, i am responsible for listening when they come to talk to me about anything because that's not just a parental role in my eyes
